Documents seen and available to Mynewsafric.com revealed that Health Minister Kwaku Agyeman Manu may have set aside ‘wise counsel’ from the Attorney General and proceeded with procurement of the Sputnik V vaccines through a middle man;

According to the documents, AG had advised that the Health Ministry should deal directly with the Russian manufactures in procuring the Sputnik V vaccines instead of doing so through an intermediary.

Minister of Health Kwaku Agyemang-Manu has on July 19, 2021 before Parliamentary  Committee said he did not think before entering into Sputnik V vaccine contract with the private office of one Emirati Sheikh, H.H Sheikh Ahmed Dalmook Al Maktoum for 3.4 million doses of Sputnik V at a unit cost of $19.

The Minister has admitted he did not do due diligent at the time of entering into the agreement, saying “Those were not normal times and I was seriously in a situation that didn’t make me think properly, the way you think that now I will actually abreast myself with the situation

The Attorney General in a letter to the Health Ministry, recommended that the transaction should be ratified by Parliament in consonance with Article 181(5) of the Constitution.

However, it appeared the Health Ministry have ignored the recommendation and proceeded with its determined arrangement.

It is however not clear what action Parliament or Mr. Agyeman Manu’s employers will take since it is emerging that he may have peddled falsehood before the Committee set to investigate the procurement of the product through a middleman.
